I have premium account but when I try to get the premium Data Update and download it, it says I need to pay again. Any idea why this would be happening?

can i refund the premium subs and switch it to the data update subs?? or i have to subs the premium one first then i can subs the data update?

The two subscription products aren't linked/dependent on one another. You can subscribe to either one, or both, should you wish.
There's no mechanism to ‘switch’ between the products using the same subscription, as such. In terms of issuing refunds, only the Site Admin is able to do so - as such, I can't do anything practical to help myself on that front. From my perspective, I note you have made use of the Premium subscription benefits significantly already since signing up.
