When starting the game, you'll see only 12 countries in Europe can be chosen. As you're aware by now I hope, this is by design.

But after some feedback and the first season which is a bit out of sync on contract endings, I chose for this solution.
I'm not a big fan of the mid-season transfer windows, but understand that it can come in handy to give an emergency solution if needed.
