Squad man registration

Hi all, thanks for the help previously. I started a new save with Hull, however now im having to register 22 man squad as opposed to 45k wage budget, sorry for being noobish, whats the reason for this? no new editor edited nothing, as my Sunderland save has 45k max wage squad but this doesnt.
