I believe there is a bug in FM23 (that was also a bug in FM22).
The 2022-2023 SPL Season allows for 5 substitutes and yet, in a recent match vs Hibs, I could only make 3 substitutes and yet Hibs managed to make 5 changes!!
This is an intermittent issue as, in some games, I can make the full 5 changes.

Have you taken into account that you can only make those 5 changes in 3 different occasions (plus half time)?

Direct from SFA website:

 

The number of substitutes permitted within each match now entails:

  • Five substitutes are possible during 90 minutes
  • One additional substitute that can be made during any period of extra time
  • Two concussion substitutes, which may be used regardless of the number of substitutes already used
  • Teams are further permitted two substitutes if the opposing team make concussion substitutions of their own, in line with IFAB regulations

 

Nothing stating that the 5 changes must be made in 3 different occasions. Nonetheless, I'll keep track in future games. Cheers

I think it's just a general UEFA rule, otherwise the matches will be interrupted too much. Possibly having 10 seperate substitution moments in the 2nd half of a game would cost a lot of time.

You're probably better going onto SI's website and posting the question there as they'll have their own researches into every league and they'll be able to update you. 

 

Being Scottish and a Celtic fan I have seen 5 subs being used but usually involves 3 changes, Celtic tend to either bring 2 on at once or sometimes even 3 players on at once. I've never seen 5 subs coming on at 5 separate occasions, that would just add on so much injury time.

Check the in-game rules for the competition to see what they are in-game.

 

As for the SPFL regulations (perhaps they're different to the SFA's?), G22C(a) states that:

 

Subject to Rule G22C(c), there shall be no more than three plus at half-time (up to four in total), occasions for each participating Club in a League or PlayOff Match in which each such Club shall be entitled to make substitutions during each such Match.
