Hey guys,
according to the Data Base, sortitoutsi has all the data (clubs, players, staff) of the German lower leagues “Regionalliga” and “Oberliga”.
But are these leagues playable, if I download the data update, or do I need an extra file. If so, where do I find it?

The data update is just that - an update to the existing data. Transfers, loans, staff movements etc.
To enable lower league or new countries, you have to download editor data files,
