How to replace small flags?

So i have a logo pack to update the national flags, but the small flags do not change. Any idea why this is an issue? Or how I can solve it?

Pictures show where the issue is

The default flags are still shown here
on competiton pages the defaults are still used too.
The new flags from the logopack work everywhere else.

so i figured out the skin included a folder with small flag icons that was overwriting the ones I added. I removed these, but it still isn't showing my flags, instead it's now using the detaults.

Check the config file in the section for your small flags? It could potentially be an issue with the config file. I use custom flags as I have replaced a lot of the inactive nations like Soviet Union etc., so your config entries should look something like this:

  <record from="5" to="graphics/pictures/nation/5/icon"/>

If the config is right, try reloading the skin in-game and see if it works
