Short answer: He's regressed massively since 2011/12 after a bunch of injuries, he's poor defensively (specifically his positioning and concentration aren't up to scratch), not very good going forward and has lost much of speed and agility that used to make him so dangerous going forward and quick to react when defending. Nowadays he's basically only good if you ask him to run in a straight line.
Combine all of that with his injury record and the weaknesses he had even when he was playing well (i.e. not the best technically and iffy decision-making) and it's not remotely surprising that City want rid.

Anyway its a good bit of business when you look at who's available atm, Falcao, Cavani, Lavezzi would have cost a fortune and for all we know would have flopped in the EPL, at least we know Balotelli can score goals in the Premiership.

Not saying it will happen with Balo but when we signed Sturridge he was in much the same position as Balotelli is, accused of not scoring enough, being to greedy, not looking bothered. At 16 Million (if that is the fee) he's well worth the risk and if it doesn't work out we'd make most of the money back if we have to sell him on.
