I highly doubt it would be as that data update i believe has some new wonderkids in it too. The IDs would be all mixed up and there may be some duplicate players I imagine. I wouldn't risk mixing them if I was you. Sorry mate 

The database possibly would work but the facepack 100% wouldn't 

Ah so there's two downloads, one is the editor data (the database), the other is the facepack. The editor data will have to be ticked in the menus before creating a new save in order to work.

The facepack needs to be in the graphics folder and that's the one that might need to be reloaded. If the faces still don't appear then untick where it says about “caching” then reload skin again. 

If all the files have been downloaded correctly and put in the right places it should all appear 

It won't automatically go into the appropriate folder, you'll have to move it yourself after extracting the files

Or if you mean the actual file marked "editor data” doesn't exist. You have to create a folder yourself with that name

The actual database file goes into where you've got the “Editor Data” folder for the game. And the player faces file needs to be extracted, then put in the “Graphics” folder for the game. There should already be a config file in there so when you've set up your save, all the faces should be visible. If not you may need to reload skins once you in your game.
