Is player potential hard coded for each save/newgen and is this potential in the displayed range (i.e. gold and white stars) for each youth player? Or could the youth player potential be higher than displayed because of scout/coach ability?

After playing the last game and winning the league, I was no longer able to offer wages in excess of the wage cap because of board restrictions.

I am currently playing FM17 and managing Empoli in Serie C. We're certain of promotion from Serie C with one game to play and I have a huge transfer and wage budget to play with. I want to sign a number of 3 star plus players for the next season; however, there is a wage cap in Serie B.

Will the wage cap affect my ability to play any new signings that agree a deal now with a higher wage.

Note, I can still offer wages in excess of the wage cap to players that are running out of contract. So, I don't want to be in the position of having signed players for the new season that I will not be able to play.
