it looks like the Moral popup. why it's popping up without you hovering over the icon i can't say.
But try and remove the moral from your view and then readd it and see if it fixes it,

Hello, is it possible to switch off or close the happiness pop up that appears when you highlight a player in the squad screen? It even stays when multiple players are highlighted. Thanks in advance 🙂

Any known reason why Liechtenstein/Europe wouldn't show up in the game setup league options?

Other leagues loaded fine.
