If your graphics are not in My Documents, then you need to change your user data location. Simple steps on how to do so can be found here.

Hmmm, have you tried shutting the game down, turning Steam off, then loading it all up again? Have you tried reloading the cache?

What do you get in-game? Is it the default black cut or is it a blank space?

Have you changed the preferences? Also, try a different skin to get it to load all the graphics, then change back to your preferred skin.
