Edit the config file and for the line that represents Chivas 3rd kit enter /2013 at the end of the code line.

e.g.

<record from="cd_guadalajara_3" to="graphics/pictures/team/1255/kits/third/2013"/>

It should work if you do that because the 3rd kit shows up in my game after doing that

Is this a fix only for season 13/14, or it will work for next seasons?

If someone is using zoom out 95% for size and text, u should change it to standard 100 % and you will see the ads board

The ads board pack and the default board are only show in game (not like black boards) if u are using standard 100 % for size and text in preferences.

Everything is working now

Re-install the game and steam for the second time, remove all the cache file in users account in C. Restart the game without extra graphics, leave settings in preferences default and i see now the default board sigames.
Then I add the extra graphics and ads board, made my settings in preferences (use very low graphics) and now i see the new ads boards

I put again my files in E:\Games\Sports Interactive\Football Manager 2014\graphics\pictures\ads and everything is working OK. No need using the default folder C:\My documents

This black board in game.. could be a hardware problem (conflict with integrated video card) or windows 8.1? I try using very high detail and hardware rendering, also very low detail and software rendering. In both case i see black board in game

I m running of option here, try every possible combination...

I find out that something is missing in my game files...i play the game since the beta version, run all the updates but i guss something went wrong and some files are missing...
I install the game on my desktop pc, compare the game that i play on my laptop and find out that this version ( played since beta version with all updates) was missing this folder "props":
D:\Games\Steam\SteamApps\common\Football Manager 2014\data\sigfx\props
This folder "props" contain folder "ads_board". This are the default boards in the game...
Now i'm gonna re-install the game on my laptop and try again (i'm sure that this time everything will work).

Firstly the default boards I referred to are the boards SI use in the game if your not using any Ad pack (all charity & FM boards)

I think the file location could be the reason your having a problem.
My ad boards are in: C:\Users\My Documents\Sports Interactive\Football Manager 2014\

I would suggest relocating the folders to your My Documents folder and try that (Si have re-designed the game engine since FM13)

I go back to default location... load the game without pics, kits, facepack but still can't see the default boards. Try add the ads pack, i see only black boards...
I will download the game on my desktop pc, to see does the fresh install will help.

The way the boards have appeared as black means its having trouble finding the boards.

If the settings were wrong then the default boards would show.
I've noticed in your folder layout - I can't see what's before the Sports Interactive folder
Make sure that its in your 'my documents/sports interactive' folder, rather than the program folder

Before sports interactive folder, i have folder games in E... i have transfered sports interactive folder from my documents. Never have problem with older version of Fm with this, also all other graphics( kits, facepack, stadion pictures) is working ok.

E:\Games\Sports Interactive\Football Manager 2014\ads (in ads folder i have fm.xml)

E:\Games\Sports Interactive\Football Manager 2014\graphics\pictures\ads (in ads i have folders, africa, asia, default, europe, north america, oceania, south america, worldwide)

Where are the default boards?

I noticed you have 'show stadium' un-checked, some boards do appear amongst the stands in certain stadiums.
Try checking the box. Close FM, restart, reload skin and see what happens that could be the problem...

I try that already, but will try it again

As far as I'm aware the skin shouldn't have any effect on the boards

If the boards worked for you in FM13 that means that one of the following is most likely the problem, as the file still works in the same way

a) One of the settings in Preferences is not correct or b) the folders are incorrectly placed or named
Make sure all folders are named using just lowercase letters

Can't really help with that, but after opening the file, the only line I I can see with 220 (the size of the kits ingame) is here (3rd line down I think it is):

<widget class="table" id="tntb" layout="220,-60,-15" mode="fill_rows, stripe_rows" auto_size_rows="true" stretch_to_fit_rows="true" row_spacing="0">

Try saving the original and changing that number,
