there's a tick "League Type" or smthn like that in league's general options, there you can choose Non playable league.
If no one will correct me, I'll make a screenshot in the evening.

some corrections:

1. As it was mentioned before, there's an in-game editor, you can edit many issues during the game, after starting your carreer. You have to buy it separately from the game copy, it costs smthn like 3USD. But with your copy of game you're getting pre-game editor, which allows you to edit lots of data and make playable leagues and more. It's absolutely free, you have to download it from the steam after purchasing the game.
2. Without leagues updates, only Premier League and First League are playable. But there're many updates, which allow you to play in Second League, Amateur Championship and even Regional Championships (Oblast Championships). So, it wouldn't be a problem to play, for example, for your local team, etc.

4. Look an answer for question #2, there're some updates with almost real league structures, rules, squads.
5. All ukrainian graphics is custom, and these flags were done by foreigners, who're not fully informed about situation in our country. Normal flags already exist, but they weren't added in the Logos Megapack yet, you'll have to spend almost 5 minutes to replace wrong flags with right ones.
6. Crimean leagues existing in this moment in some different interpretations (As separate country, as part of russian leagues update), if you want to add Crimean leagues to Ukrainian leagues structure, you can do it with Pre-Game editor.

mate, no one can forbid him to make kits please remember that making all graphics is free and not forcible. most of kit-makers (along with face-, logo-, skin-, update- and others) are adult people with their jobs, families, problems and personal things. So often there're issues, when you can't finish your work as fast, as you thought.

Issues:

Russia: Akhmat Grozny and Rotor Volgograd - home and away kit not showing
Moldova: Petrocub Hincesti - home and away kit not showing, Speranta Nisporeni - all three kits not showing, Zaria Balti - away kit not showing

Qarabag: all 3 kits not showing
Sabail: home kit not showing
Sumqayit: away kit not showing
Kapaz: both home and away kits not showing

1860 Munchen third kit is not appearing.

Some Ukrainian Second League kits are not showing, for example Dnipro-1, Tavria, second and third Agrobusiness, . Kits and configs are well.
