There's already a picture of him hin the MP and the link you are providing is to google search and the image it opens is definitely not even an improvement.

I wish that was the original image. That's clearly a rather bad cutout made by someone and it has plenty of snow around his hair and his left shoulder is missing a piece and the left side of his head looks awkward and seems like a bad cut all over. I'm not entirely sure if an improvement can be made from that image.

EDIT: You can also use Filter > Liquify tool which is another built-in tool and I think it's actually a lot better than the warp tool for the job.

I purposely didn't rotate it as I thought that keeping his shoulders and neck in straight would be better but I suppose that the rotated one is better. It's all fine by me anyway.

Part of his hair looks like a snow on dark background. Not ideal but should do till someone makes a better cut.

The tool works so it changes your transparent color to your choice, in this case to black. So the black is actually transparent and so is the other colors you can choose from the tool. You can change it back to default by going to Edit > Preferences > Transparency & Gamut and change the color back to default (light from grid colors dropdown menu). I don't really see why you would need that though, but I suppose it wouldn't hurt if the transparency tool also included an action for default transparency colors.

I don't know why his hair is in black and white in the current cut. Included the source link so you can see it yourself.
Edit: seems like the previous cutter has used auto color, since it indeed turns his hair into black and white.

Rotated the cut and cleaned up the collar a bit.
And filled the small white area on his right shoulder. I know it's from the original image, but the way it's cut it just looks kinda weird on a bright background, almost like there was a part of his shirt missing. I hope you don't mind.
