Hello, how create national team in FM 24? I mean how unlock the continent.

I want to add the Marshall Islands to Oceania, in the older games there was a way to enable the "Continent"

I try to activate the Mitropa Cup (http://en.wikipedia.org/wiki/Mitropa_Cup) working in the Editor rules adding Countries or 'Championships.
But on my end displays the following message: "Qualification system uses competition Italian Serie B but does not contain any rules for it." When I remove my shows the same problem in the next league.
I can not figure out what I'm doing wrong ... Any information is important.
