I think you misunderstand; I did install the fix (i.e. Step 1, 2 and 3) to those 2300s folders and it still didn't work.
Are you saying the #"CLUB to "CLUB replacement in the City, Club and Stadium Names.lnc file as per the FAQ should also be done to the 2300s folders as well?

Only the 2400 folder. Do I need to do it for the 2300s as well?

Just bought the game and was wondering if anyone successfully did the name fix with a FM2023 save?
I've followed the instructions and have also copied the files to the 2300 Series folders but once the game start with the save, even though the EPL has been renamed successfully to “Premier League”, some club names like Man Utd and Napoli is still unchanged.
I've also tried to edit the “Inc” folder to edit out the “#” from the CLUB lines but this didn't resolve the issue.
Did I miss out a step?
