Game turned into 17.3.1 but I don't see any document named as 1731 in data/db so German team etc. is all grey again.What do u suggest ?

After the patch 17.2 German national team is full of grey fake guys but Japan naitonal team calls up real players.I applied all instructions but I didn't delete the file named "1700_fm" in db/1700 folder.I also didn't delete "1701_fmc" "1701_fm" file in db/1700 etc. Do we need to delete all files except for dbc,edt,inc?
