I was able to get this working no problem and without reinstalling every time or enabling permissions. Still not sure what broke it the first time.
I just need to find the patience to set up my 400,000 player database again. Takes me 6 hours to essentially “set up” my game.

Thanks for the response and your hard work. It's odd because someone else got this to work, and prior to this patch it worked flawless. Unfortunately with this and the adboard patch being gone I think FM is dying for me.

I cant figure out how to get the fix to work on gamepass for Brazil and German/Dutch national teams. Everything else is working. I don't understand the above poster mentioning turning off automatic updates and enabling offline permissions, that didn't work for me. I am so sick of gamepass and MS controlling everything..
Juve is juve, but Allegri is Gabrielle Milano?? Brazil kits don't work but the logos do, The national teams have fake players. I think I'm done with FM this year. I spent 6 hours setting up my save, I'm not about to start over, AGAIN. 😢
