a) Make sure you've downloaded these files and that the edt/permanent and lnc folders look exactly the same as in the screenshots
b) The German national team is not immediately populated with real players, but only when players are next called up

Done, but does it change automatically in my current save, that is the most important for me. dont want to start a new save.
