Ja, aber als nächstes kommt erst einmal Litauen. Vereinzelt kommen dennoch immer wieder niederklassige Vereine (im besten Fall auch Ligen) aus Deutschland. Das kommt darauf an, wie die Zeit mitspielt.
Yes, but Lithuania is the next. Nevertheless there will be more lower league teams or even completes leagues. Depends on time.

Yeah, I remember I came through that problem aswell, I just don't know exactly how the story was, because it was a while ago, but Oedheim is not far from Neckarsulm, the SpVgg has a successor with Sport-Union Neckarsulm, maybe Oedheim was formed after the fusion. If it is too hot to add, reject it.

FM24 is the FM for season 23/24, so why should there be “old” kits?
See, I don't want to judge your work, since it is cool to have kits of that area, just keep an eye on the seasons or in this particular example also on the file-extensions and the config.

To be honest… yes, while you label it with 23/24, it implies they are up to date. If the pack was
made for 22/23, which would be totally OK, everybody would expect to see kits from that season.
