For the new Update, the rule is still wrong. Could you watch over it again? The U23 Date ingame is 1/1/2001. it has to be 1/1/2000.
In the text I sent you before, the latest date for the younger foreign players was January 2003, which has now been moved back to 2002. So you would just need to shift the two dates by one year.
