Yes, that is correct. My theory is something (maybe a Defender or another AV) is blocking the software from accessing the folder. The software needs read/write access to the NG_Regens folder to function correctly. You can probably check inside of your AV...

Hmmm there is something wierdly wrong with your game for some reason, black silhouettes are only supposed to be on real players who miss picture, not on newgens… And default SI face on a newgen means the game hasnt even tried to load a face from the pack....
