For nations it's more about adding the predominant languages in the nation because if you set a bunch of languages at different percentages it doesn't effect the percentage of people who speak that language it actually effects the fluency of the language...

I made something similar to this for FM24. You need to use a team named Bermuda Hogges and set the based nation to newly created nation you want to restrict transfers to.
