Adding manageable new leagues in-game

So I started a Rosenborg save, with the intention of working my way around Europe. But when I add new leagues, they become viewable but not manageable? As in, nothing is available in the job centre.

I'm sure in previous years you were able to add a new league and then manage in it, couldn't you? Am I doing something wrong?
