How to create Config file...?

What program should I use to insert some pictures (faces, kits, logos...) into FM 2015? I wanna know if there is still something like Graphic Guru out there, because I can`t find such a thing If there is another tool to easily insert the graphics, please recommend it (a link to it would also be highly apreciated)
