It seems like you are resizing image,instead of cropping it.Crop tool with fields in the settings filled with 180 values automatically resizes image to 180x180.
However,if you are using resizing method,try to set options like this:
If it fails,try with other types of resampling like bilinear.

Ah,now I see you are working with Refine Edge?Sorry,I don't remember how it works in details,I abandoned it long time ago because there are better plug-ins for cutting.Watch some videos on Youtube about Refine Edge,you might find solution.Or give a try with Topaz Remask and Vertus Fluid Mask plug-ins.

do you crop before or after the refinement? I gues the border has to be created in the cropping...
