Aren't they the same UID? Why should there be a different picture for the same UID?

Yes, that is intentional. I remember in an old version of the game (possibly FM14), there was iirc an Egyptian guy at a Portuguese club who, for some reason, had those UIDs in different patches of the game. To ensure that his cutout would display whichever version somebody was using, he was placed in the megapack with both UIDs.
