Cristiano Ronaldo from Sporting to Manchester United is possibly the only £12 million 'bargain' I've ever heard of. Just look up a list of great Premier League bargains over the years and you probably won't find any, if none, with transfer fees in the £10 million+ region... It could potentially prove to be a very good signing, yes - just wouldn't use the word bargain is all.

Well, I'd personally define a 'bargain' purely on the price paid for the player, relative to their actual value. I don't think you have to pay under £10m for a player to be classified as such. if Sturridge establishes himself as 15-20 goals a season player, and stays at Liverpool for the next 3-4 years, then £12m, in my eyes, is a complete bargain and a great piece of business.
