For example, Abraham still has 138 PA instead of 160.
I tried all day yesterday and nothing worked. Transfers are ok, new coaches are ok, teams in leagues are also good, only PA won't accept.
What is the problem?
(I downloaded version 4.1.2020.)

this is for FM19 (last version 19.3.6), I downloaded the data update for that from the Data Update page.
this is my editor data folder.
Could this be due to the susi files, just realised they are from january 2019 and not 2020 (completely forgot its 2020 now).
Here's screenshot of the error in game:
I tried a search but it did not bring up anything, forgive me if this has been covered.

you need to follow the advice in linked thread mate delete the contents(old susie files) before adding the latest live update
I would copy the file to another location as back up and then delete contents in editor data folder then just do a fresh install of susie files you want to use it is fully explained in that link

Please note, due to the nature of FM data we cannot guarantee that you can play our update alongside other downloads such as league packs. Any conflicting data between the two will cause leagues to become unplayable. We cannot guarantee that data in our update will be compatible with all external data files.
If you encounter ANY problems with the Susie Update we strongly advise deleting everything in the editor data folder and reinstalling the latest download before reporting issues.(Back up/copy any other files you want to use first before deleting)
When you report an issue you NEED to state you have done this

yes you are right and when user has submitted the 'change' it has not been approved best option is to either edit the live update yourself or add a stand alone file

Alexis Mac Allister's returned to Brighton in the Premier League this week and I can see he's been edited.
The issue is that he's actually received his work permit also, this does not show in game.

in our live update he has had his loan terminated as in real life
the issue with any work permit would be game related itself and not anything to do with our live update
we cannot make a club register players that is down to the AI/you if you are playing as his manager
if the later and he cant get a work permit that is down once again to rules within the game itself
