Are the dimensions of the cutout 250px*250px? If it's not a square image it might display in a different position to normal.

Can you post the cutout image and the source image as an attachment?

Because you didn't crop the source image first, your cutout image has a large amount of empty space above the face, and a lot of the shirt below, which means that the face is small in the cutout.
Here's a fixed version, does this look better in your game?

In the future you can use a site like picresize.com (if you don't have an image editor) to crop the image to a square size (cropped to just the area around the face) before putting it through remove.bg
This is how I cropped your image, for example:

Have you tried using remove.bg for your cutouts? It should give better results

You can use remove.bg to get the first draft of the cut-out, then use Photoshop to refine it. Have a look at the tutorial in the opening post on how to use it. You'll get better results than what you've produced thus far for sure.
P.S. You can upload more than 1 attachment per comment by clicking the add attachment button multiple times.

In the first cut, the source was cropped so that part of top of his hair has been cut off prematurely. For the second and third cut, the cut would look much better if the source image was rotated a few degrees clockwise so that the cut-out was perpendicular rather than slightly slanting. For the third cut, you cropped off the source too close to the head with the result that the shoulders were cut off, and there's an empty space either side of the cut.

it had been awhile since i have use photoshop .i know the dimensions of the cut out is 180 x 180 or 250 x 250
where do i insert these values into PS and is the Value px/in or px/cm

For the crop tool, in the 'W x H x Resolution' dropdown, set it to '1:1 (Square)', which will crop the image to the correct ratio, and then either use Image>Image Size to resize the image to 250x250px, or File>Export>Save for Web where you can export the image as 250px from a larger image size.

I am not the best at it but here is my attempt. Unfortunately some images have a bit of the snow affect which is above my ability to fix. Can anyone please offer help smarten this up ready for FM21 please?
The file has 43 players in total of which you will notice 10 youth players that are not in the FM20 database. These are the new first year scholars in the U18s team which are expected to be in the FM21 database and I will update their ID's once FM21 is released. I doubt their images will be in the new game by default as the club only updated the profile page and images for the youth team over the last couple of days so I thought I would get a head and create their cut outs in advance.
