Open the Football Manager 2021 editor program (NOT THE IN GAME EDITOR)
File > Import > "sortitoutsi.net Data Update - Changes" > Load
File > Save Editor Data As.. > Save
Before you hit the save button you will see that the save file will be called "League & Data Updates"
After you save it, close the editor and go back to: Documents\Sports Interactive\Football Manager 2021\editor data
You will now see the "League & Data Updates.fmf"
Delete the "sortitoutsi.net Data Update - Changes.xml"
Go into the game and make sure "League & Data Updates.fmf" is checked and then it should be good to go to start a new save.

Examples <Record not found> are Billy Granger being transferred to Bournemouth, Liam Lawrence transferred to Stoke, Mamady Sidibé transferred to Stoke, Ashley Cole transferred to Chelsea. All are showing enabled in the Data Update Submission Queue?

it could be that the update you have doesnt include those enabled changes IIRC previously we could see the the time date on the current update file now we just see the date so its hard to tell when that update was exactly updated(with FM20 an enabled changed to the DB was usually in the update approx an hour later)

I'm downloading the file, extracting it. And then copying the xml file into the editor data fm21 folder. Then opening editor and importing the database.

I meant changed that were showing on the list of updates on this site. Yesterday it showed that one of the changes submitted and approved was Steve Cotterill as Shrewsbury manager. I'd load the update file in the editor and Sam Ricketts would still be listed as manager. However this now seems to be sorted out.
The problem I have now is that I'm saving the edited data, yet when I start a new game the changes made are not there. I have added Lee Johnson as Sunderland manager for example. When I load up the game, Phil Parkinson is still their manager.

This isn't working for me with the latest update. Unticked/removed everything in the folder and it isn't changing. Tested with Lee Johnson at Sunderland - Phil Parkinson is still manager even after following these steps.

Yep this is what's happening with mine as well. I'll go back to the editor and check and the change is there but for some reason it isn't implementing in game.

21.2 is the game version, the database is still 21.0.
