The commentary (English only) is NOT the same, nor from the same source, as the popular FM Scout download for FM 2020.
This is improved commentary with less overlaps, although some still occur. I downloaded these audio files a year or two ago from some website so all credit for these improved commentary goes to the original creator.
There was another posting with audio commentary/crowd sounds for FM2021 out here, which both had issues.
The reason for this is that there is now a VAR section in the xml file and simply overwriting the files with the ones that have the commentary from previous versions caused crashes and issues with VAR texts. I manually edited the "match_events.xml" which took me lots of hours of editing and comparing in order to merge the commentary code into the existing file, the result is working commentary with VAR and no crashes!
Installation:
a) Navigate to your installation folder …………..\"Football Manager 2021\data" and make a backup of the two original files (this way if you have issues or want to revert back, you still have the original files), they are named: “simatch.fmf” and “simatchviewer-pc.fmf”
b) Copy the downloaded 7z file and extract to the same folder ………………….\"Football Manager 2021\data" (where you installed your copy of Football Manager 2021). (Make sure you have a program called “7-Zip” installed, if not and you extract with another program you might get error messages).
c) Start your Football manager 2021 game (make sure it wasn't running while copying the files over), empty cache completely and reload cache/skin for the changed .fmf files to be loaded correctly.
d) Load your game and play with audio commentary.
Again, this is not my work. I merely edited the existing audio and config file(s) to make it work with FM 2021.
Make sure when you play matches in 3D to (preferably) play in “full match” or “comprehensive” in order to have the best experience.
Also reduce speed to just one or two clicks above average.
If you play in “key” or some cases in “extended” mode in combination with high speed action, the commentary will be overlapping (or cut off) more frequently.
Known issues:
Overlapping comments still occasionally occur but a lot less frequent than in previous versions.
Have fun with this addition, even though not perfect, with the added sounds it enhances the experience (at least it does that for me)

Infos from a friend, that tried massive to find a way, but...
The best he've managed to do is to use some team chants with the sound trigger SOUND_ATTACK_BUILD_UP, but the downside is that they have to be manually changed between matches in order to have the correct teams' chants in a match. Also, you cannot decide the exact situation where a specific team chant plays. It happens in random during an attacking buildup phase, so quite often in the game. He remember some older FM's having the line of code examples for triggers like SOUND_TEAM_CHANT, where the filename was team ID number and SOUND_PLAYER_CHANT where the filename was player ID. However, SI left out the lines from the match_sounds.cfg a few years ago and they don't seem to work in the latest few Football Manager games. The ID-based chants would be very convenient, but for some reason they don't seem to be supported anymore.
He actually have match_sounds.cfg from FM 14 or FM 16 that still had those team and player chant lines. The problem is that the newer FM games don't know how to read the lines, even if I copied the old lines there, because the inner code in FM 21 responding to those sound triggers doesn't exist. For some reason the ID system, which was a great idead, has ben removed from the newer games. There's no mention of SOUND_TEAM_CHANT or SOUND_PLAYERCHANT in the matchevents.xml either, so the trigger wouldn't lead anywhere. 😢
Unfortunately he don't think there's much he could do to make the library of sounds much more accessible and automatic compared to its current state.
Anyone who wants to have chants for team X and team Y in a specific game, would need to add the files into the \sounds\ folder and then edit the match_sounds.cfg, adding lines for those chants like this, for example:
SOUND_ATTACK_BUILD_UP, "FM_hamburg", 0, 1, 2, 0
SOUND_ATTACK_BUILD_UP, "FM_hamburg2", 0, 1, 2, 0
SOUND_ATTACK_BUILD_UP, "FM_hamburg3", 0, 1, 2, 0

SOUND_ATTACK_BUILD_UP, "FM_borussiamg2", 0, 1, 2, 0
he would not be able to make a ready match_sounds.cfg for other users, because each matchup is different and one has to swap the lines and file names between matches. That is the best way he have found, since SI removed the possibility to use ID-based chants. He too dream of a realistic match atmosphere in FM, but he spent lots of time trying and testing different things and the one he mentioned before is the best he've found so far. Maybe SI decide to appreciate the sounds one day and adjust their match engine so that home and away chants/goal celebrations etc. can be separate (currently home & away goals use same sound effects etc.) and team/player IDs can be once again used to add specific chants and whole automated chant libraries. But at the moment, his hands are pretty much tied.

Thanks for the feedback and as I mentioned a few times, I'm, not the creator of these audio files or overall contents. I only edited the xml files to make it work with FM2021 and for me, but that's just my own experience, it's better to have this than having just standard sound in the game.
This is an improvement from previous versions (not sure if you ever installed older version) but, to your point, it's not perfect for sure and there is repetition and overlaps sometimes occurring as the game isn't meant to have audio commentary in it so it's not syncing correctly and what you see in the commentary section isn't what you hear at the same time.
I agree this is all very valid feedback.
The commentators were in the sound file and I understand some might like/dislike certain contributions. These are commentators that provide live commentary on TV, there are no alternative commentators, but of course if you have audio from your preferred commentator(s) you can easily replace the audio files with your own preferred ones.

I personally would prefer just the normal crowd noises provided by the original Developers rather than the numerous problems such as the illogical commentary and overlapping---the Jon Champion commentary at halftime, i.e. “There's the final whistle” was just MY OWN last straw and patience with it along with the other issues. I don't have much of a problem at all with just crowds cheering, Oooo-ing, Awwing, and whistling while reading the text commentary. That isn't too different than being at the Club's stadium live for a match, right? (wink)
Nevertheless, thanks again for being a sport about my honest criticisms AND for your contributions to the Mod. It just isn't for me personally for the reasons I listed.

There is a stadium sound mod with crowd chants, drums etc that adds better atmosphere.
i suspect that despite the good efforts on a commentary patch, the match engine just does not suit it
its something that SI have never progressed.
I recall CM2 had good commentary by Clive Tyldesley back in the day, but there was no 3D match then

It seems there is some confusion regarding this audio commentary pack. It is NOT the commentary pack that I was involved with, so you can disregard the fact my name is mentioned in the heading. This pack is totally different with a commentary taken from PES or FIFA I'm guessing and with respect it's not great. There is too much going on and it's somewhat disconnected from the match action. For example, with the previous patch I was involved with and modified, it would recognise when a player scores more than one goal and also credit a player if they scored a hat-trick, this pack doesn't do that. It's a brave effort but clearly needs a lot of work.

Hello, i tried to open the file but had no idea what i was doing, basically can i ask for a version of this with just a comentary on goals? like on radio where they go “goal!!!", i always play with either only comentary for easy games and key heighlighs or extended for big games so having lots of sound always felt like a spam to me, but goals are not that many that would feel spam, so having just a goal sound would be great, sadly the game has no option just for that.
If you could make a file with just goal sound i would very much appreciate it 🙂

This mod will not work for FM 2022
the reason it wont is that SI have changed the way the file is written and any old triggers will now not trigger due to being totally rewritten. i have made a commentary pack for fm 2021 that has Peter Drury commentating and tried to add this to FM 2022. After inspection of the files they no longer match up with the match evens folder. However ……. i have re-written them over the last 3 nights and hey presto. my commentary pack works.

Hi there,
Do you know if the other sound mod (that just has crowd noise / drums) works, or is it likely that will fall foul of this change to? I personally am not fussed with a commentator pers-se but the crowd songs and drums give enough of an improved atmosphere to the match day experience.

I personally would like just the crowd chants with drums and other stuff, rather than an actual audio commentary. Added to the atmosphere last year and no commenters to loop in at the wrong time.

It's an exceptional job! Love it! Can't imagine myself playing FM without it but I'm having an issue this year, it's taking forever to load into a match and I don't have a shitty laptop. It should take up to 10-15 seconds.

I highly recommend using the link posted below for an updated version of live commentary for FM22.
I will not be updating this one for FM22 as the one posted here is a major improvement (at least to my opinion)
I actually got it to work for FM21 too by the way, but you can't just copy it over, if you do......your game will crash!
Follow these instructions exactly to get it to work, if not it will crash the game for sure.
You will need to extract the fmf files with Resource Archiver, replace the audio, cfg file and xml files with the ones in the new (improved) version LEAVE ALL THE OTHER FILE "AS IS" (don't delete or replace any other files as they are regular files needed by FM21 to work in game. Repack the 2 files with the Resource Archiver (simatch.fmf and simatchviewer-pc.fmf). Copy both to the FM21/data folder (rename or save the original files if you ever want to revert back, reload the skin or the game and it works (you will have the sounds from the new pack in that case in FM21).

Additional details in case needed:
Make sure to repack both folders you created and updated (you should have a folder "simatch" and a folder "simatchviewer-pc". When you replaced the cfg file and simatch.xml files in "simatch folder" use "Resource Archiver" to pack a new simatch.fmf. With the "simatchviewer-pc" folder you DELETE (not overwrite) the whole 'sounds' folder and leave all the rest as is. Replace the 'sound' folder with the new one and use "Resource Archiver" to create a "simatchviewer-pc.fmf" file. Now you have two fmf files that need to be copied to you FM 21 directory (in /data subfolder). That's it.......
