Really??? a player with NO previous images and no visible snow ingame and you reject it? I do this for free, so unfortunately I wont be buying photoshop for 28$ a month just so i can edit out minimal snow that 1% of your user base cares about, Your rules are so strict i dont even bother to post images anymore unless i think they are perfect but apparently even that isnt good enough looking at this case. So please stop telling me everytime about the snow or the neck or the collar because i really dont care and neither does most of your user base. I dont do these for you.

If you think you know what the user base wants better than us, then feel free to start an alternative megapack using whatever criteria you want. However, if you post cut-outs here, you have to follow the guidelines. If you don't, then your cuts will get rejected. It's really rather simple.
We all do this for free too, you know. And we all aim to follow the guidelines to maintain the now long-established megapack standard.
Oh, and in case you weren't aware, you do not have to buy Photoshop to cut images, you can use photopea.com, which is a free online equivalent. There isn't a lot of snow in this cut, granted, but it is visible. In all probability, putting the cut through remove.bg may well be enough to remove the snow in this cut.

i already put it through remove.bg because thats the site i use for every cut and as much as i am trying to understand how the tool in the video works, i just dont get it

Why didn't you just ask for help then? If you just ignore the feedback you're given and keep doing things the same way, no wonder you'll keep getting snow 😢
The Clone Stamp is effective when you need to copy exact detail and color from one part of an image to another area. When combined with the lock transparent pixels, you would be copying parts of the hair immediately to the side of the snow onto the snow itself, thus removing the snow and ensuring that the replacement hair is similar to what is next to it.
With that said, which part are you struggling to implement in photopea? The video on Photoshop is pretty much identical to what you use on Photopea. Is it the initial cloning, the locking transparent pixels bit or the clone stamping itself? From the video I showed you, can you perhaps identify the bit(s) which I can maybe give some more detail with?

its because i didnt really care tbh, i was happy with the cuts ingame so I never tried to improve them. Anyways, I get to the tool but i dont understand how to use it, like what and how do i copy its just confusing to me.

@bostonbruins33, as pointed out to you more than once already, this cut has some snow, like some of your previous efforts. Please don't ignore our feedback any more and be sure to check your cuts for snow before uploading them. Here's a video of how easy it is to do so:
