I think that's the largest size they uploaded to the website, and they resized the image manually instead.
There are slightly bigger images on the players' profiles pages, like this:

Thanks, was considering an improvement for this player but since the photos are too small for a 250px, I guess I will give up on that and wait for a better source.

Do keep in mind that Japan players aren't displayed in-game, so there's hardly any point in requesting images of players based there.
There are some Dutch news sites that use this format for images, you can get the full resolution by removing everything in front of cdn-kiosk and then replacing that %2F with a slash

Unfortunately I don't think so. I tried editing/removing parts of the URL but it wouldn't work.
Sorare has images for some Standard players here but some have no image and some are from a few seasons ago
edit: and of course the Pro League site has some too but with the same issue of not having images for some players

Not sure how useful this is - perhaps someone else might be able to figure out what I haven't. While looking for Werder Bremen youth sources I found their website's URL structure for player pictures, but unfortunately not the Filenames themselves.
The URL for the U21 team photo for example is:

“U21” can be changed to U23/U19/U17/etc, and images for news and youth matches are located in the same level.
However for individual player portraits, the Filenames of the small previews on the squad page have been randomised so you can't get the full size from them. Normally when a “typo3temp” CDN is used it means you can just remove “csm_” and the ten-letter key (e.g. "69ddb00428", possibly also the bit before it e.g. “-fp-390-465-0-0_” as well) from the filename to grab the full-size.

You can change “medium.jpg” to “orig.jpg”, but it seems that's the largest size they uploaded to their website. Have you checked the club's facebook/twitter pages? Sometimes clubs post larger versions there.
