3D Kits are special kits designed to make the match engine look even better, with the players wearing customised and improved kits on the pitch.
These will only work with FM24 and earlier. They will not work with the most latest unity versions from FM26 onwards.

I made some Napoli kits that match the colours but the kits are my own interpretation and not accurate to Napoli's current kits.

I have no idea. These aren't kits that have been added to the game, so I can't think of any reason they wouldn't appear.

Only some Serie A teams have the 3d kits, Milan and Inter for ex yes, Napoli, Cremonese and Monza no.
