This file is intended for FM13.3, and will need to be re-applied if/when patches/updates are released to ensure full compatibility. This is due to the fact that some files which are removed when installing this file are re-installed when patches come out.
Magrippinho very helpfully created a YouTube video on how this file should be installed. Some of the contents are different - but the procedure is identical.
Or, you can follow the below instructions to install this file:
Step 1: Go to
PC
Step 2: Delete the dbc, edt and lnc folders from the folder above
Step 3: Copy the dbc, edt and lnc folder from this download into the folder mentioned in step 1.
Step 4: Go to:
Step 6: Keeping the folder in step 5 open, go back to the file you downloaded and open the folder named "editor data files".
Step 7: Copy the 30 files in the folder from step 6 into the folder mentioned in step 5.
To check if the file is working, go to the Champions Cup and EURO Vase, and they should be renamed to Champions League and Europa League respectively. If you are in the middle of a save-game, German national teams will be populated in the next instance that players are called up, and not instantly.

You're not applying it correctly, or you applied it in the middle of a save-game. If the latter, changes will take effect when the German national team next calls up players.

The club names changes does not work. I still see short names like marseille, lyon and saint-etienne for example.
But strange thing, I do see the German team and Louis Van Gaal so I don't get it.
Have you any idea what's wrong? I'm playing 13.3.3 version.

If you want to apply these changes mid-game, open the City, Club and Stadium Names.lnc file in Program Files (x86)\Steam\steamapps\common\Football Manager 2013\data\db\1330\lnc and then remove the hashtag (#) from in front of all the French entries. This will mean that the French clubs' short names will appear as intended, but their nicknames will be lost.

You must either have downloaded some other editor data files or deleted the Club Name Changes.lnc from your editor data folder. Everything is working fine in my game, and I've not received any other feedback regarding this issue...

I need a screenshot of the contents of the lnc folder in Program Files (x86)\Steam\steamapps\common\Football Manager 2013\data\db\1330.
I also need a screenshot of the contents of the editor data folder in Documents\Sports Interactive, showing every file in there.
This is not possible due to licensing restrictions, I'm afraid.

Due to licensing restrictions, SI have made some restrictions when editing Portuguese club names. You cannot have nicknames for Portuguese clubs and the short and long name will be the same.

There's been 4 releases for this file: one with each official patch and another one to "fix" some issues with the media-related editor data files. I don't think that's too excessive

In between each update, some users very kindly point out any minor mistakes I might have made or propose changes or additions, which I add to my personal files all the time. Since the files need to be re-applied with each official patch, I then release a new version at that time

The competition's long name when using this file is 1. Bundesliga and the short one is Bundesliga.
You must have downloaded an editor data file which renamed them thusly, that's the only thing I can think of which has done that change...

In the meantime, I encourage all members to post any competition name changes they are aware of, as well as any other changes or additions they think should be in place in the next iteration of this file.
