For example, when you compare your Dutch U21 request with MBlake10's, his has 10 images left. Now I'm not too sure that all 14 of the images he requested will result in improvements because I haven't checked - but that's the kind of thing I mean.
Besides, the smaller a pack, the more likely it is that cutters will take it on
Whenever you see a UID starting 13946, it's 99.9% certain* that these are not players in the official FM database and that they are persons added in an editor data file you will have downloaded. Therefore, while they might have this UID in your save game, that is not their official ID and requests should instead refer to them by their name. Thus, should they be added in future versions or patches, we would be in a position to add them "officially".
You can, of course, add any resulting cuts of these or other players to your game by following the steps outlined in this thread.
*There's a handful of Brazilian players in the official db whose UID starts in this way, for some reason, but otherwise players whose ID starts in this manner are not in the game.
