This file is intended for FM13.3, and will need to be re-applied if/when patches/updates are released to ensure full compatibility. This is due to the fact that some files which are removed when installing this file are re-installed when patches come out.
Magrippinho very helpfully created a YouTube video on how this file should be installed. Some of the contents are different - but the procedure is identical.
Or, you can follow the below instructions to install this file:
Step 1: Go to
PC
Step 2: Delete the dbc, edt and lnc folders from the folder above
Step 3: Copy the dbc, edt and lnc folder from this download into the folder mentioned in step 1.
Step 4: Go to:
Step 6: Keeping the folder in step 5 open, go back to the file you downloaded and open the folder named "editor data files".
Step 7: Copy the 30 files in the folder from step 6 into the folder mentioned in step 5.
To check if the file is working, go to the Champions Cup and EURO Vase, and they should be renamed to Champions League and Europa League respectively. If you are in the middle of a save-game, German national teams will be populated in the next instance that players are called up, and not instantly.

The steamapps folder is the folder in which the game is installed. It can't not be there, unless you have a pirated version or you decided an alternate Steam installation path other than the default one.

For future reference to anyone, if your using an SI update (13.3.0 for instance) you must delete/paste into folder 1330 rather than 1300.

I don't think that is the correct installation folder for FM13. If it is, then you're not using Steam, then you're using a pirated version, in which case I'm not giving you any help at all.
If the installation path is nevertheless correct, then adding this file in the middle of a save game will not mean that the German national team is immediately populated with real players; you'd have to wait till the next time that players are called up.
I'd also need to see a screenshot of your \1330\lnc folder to verify you have installed the files correctly.
If this is in the middle of a save game, then there's nothing which can be done, I'm afraid. The changes in an editor data file will always take precedence over those made in an lnc file.

I have updates that make the German & Japanese national teams work (as in they actually call up their players) however, given my utter obsession with the game having to be as accurate as possible I noticed that the Minnesota Stars FC are no longer called that. They are now Minnesota United FC. I decided to alter the team and to that end went into the lnc file that changed awards, etc and made it happen. It worked, they were now known as Minnesota United FC. However, the team colors and kits were off, so I downloaded FMRTE and altered the kits and colors to match their real life counterparts. However, I've now noticed that the team's name is back to Minnesota Stars FC. I looked at the lnc file and everything was untouched as I'd left it. I also attempted to change the name of the K-League to the K-League Classic and Challenge respectively but the name changes absolutely refuse to take hold. Now I'm unsure if FMRTE did something or I'm just stuck with it as is.
Any help in this matter would be appreciated it.

Small changes to a few (short) club names would be good too as Bayern in international competitions isn't known as FC Bayern (simply Bayern for this, without FC)... same for the short name of Milan, which is A.C. Milan or Marseille which is called OM in the game. These FC, CF, AS, AC things look annoying in short names...
Also in front of many many lines there are these # signs, which make the lines invalid and useless.
So, a few suggestions from me...
For France I mentioned only the most important clubs, because all French clubs have inappropriate short names, same for Austria. Many Eastern European clubs have city names in brackets which is another annoying thing the community could and in my opinion should solve in the near future.

Regarding the short names, they are not governed by the entries in the club lnc file, but by the ones in the Club Names Changes.dbc file. This needs to be applied before starting a new game, however. The reason for this is that if you make changes in an lnc file, the respective club's nicknames is lost. The reason there is an # there for many of the clubs in the lnc file is in case SI reverse this decision in some version of the game in the future, and I would then just need remove the # for everything to be sorted. In this regard, all the changes I make in the dbc file are replicated in the lnc file. For some of the minor clubs, I only make the changes in the lnc file, however, as it's not worth the time duplicating the work. I hope I've explained the concept clearly
Some of the examples you've provided are therefore already in place, but I'll have a look at them and add the ones I think should be amended.
Regarding the Eastern European club names, I believe that some are corrected already, but you're welcome to provide me with any you think should be changed and what they should be changed to.

Hi,
On finder, click 'Go' then 'Go to folder', in the box type ~/Library/Application Support/Steam/ and drill down from there.
The '~' is required otherwise you will end up in the wrong 'Application Support' folder

All files in the correct folders etc....the Europa league have all been renamed correctly....but the german national side etc still dont call up players and its been more than a few friendlies now.
any ideas?

Have you removed the previous contents of the lnc folder before replacing them with these files? Copy/pasting will leave a file which negates the changes.
Could you upload a screenshot of the lnc folder?
