Extract the 7z file (you may need winrar or 7zip) into your skins folder (this should be Sports Interactive/Football Manager 2013/skins).
If you don't have a skins folder, just create it, and make sure the steklo_x3 and steklo_x3fmc folder inside the 7z file is placed directly inside the skins folder, and not a subfolder of it.
If you've got a previous version, go back to the default skin, then delete the old steklo_x3 folders before installing the new version

I don't think sidebar skins are going to be possible in FM13. I'll probably have a go at it at some point, but I wouldn't get your hopes up.

Bugger, I knew I'd miss something. I'll try and find the setting for those, but they aren't always easy to find.
I'm hoping to include that in a patch.

I just copy settings.xml file from the another skin and now problem was solved.

in the sub_tabs_selected.xml in the fonts folder.
edit: As suggested by Magic, I changed the settings.xml file to
from the original values, which were grey, which solved it.

Not yet, that's a text colour setting I've got to hunt down.
It's a 7z file, just like the main skin. If you've downloaded that, then you should be able to download the mini-fix
