Correct. Both are very active with the cut-out megapack and Mons is also the guy who makes the real names fix. There's also TomDixon77, best known for the Steklo skin. Hammer9 does kits mostly, afaik.

Basically, the other active staff members deal mostly with graphics stuff, which to tell the truth, is where all the hard work is.
