Is there any way you can get the game to create regens from lesser countries?

I went into the editor, and put a load of countries' youth rating at the highest level, 200. I picked a few clubs from each country and put their youth coaching, development and recruiting stats at the same, 20.

I started a new game and simmed it for 3 years? Out of all the countries, only American Samoa created one player.

None from the likes of Luxembourg, Faroe Islands, Gibraltar, San Marino, Tahiti, Uzbekistan, Sint Maarten and other smaller nations.

Is there any way to edit this to make this happen?

FM tends to keep roughly the same amount of players from each country down the years. So if, originally, there's no players from these countries that you mention loaded within the save game, then the likelihood is that you won't have an regens from there. In addition, remember that no matter how good you put these countries' youth rating and other attributes, the vast majority of regens will still be absolutely crap.

To ensure you have a better chance of multiple excellent regens from particular countries, I would suggest that you load all players from that country (or at least all from the top division) as well as using a large database.
