They actually didn't, it was far more amatuer than that.
Garcia spent two years making the report, found some stuff that Fifa didn't like. So Fifa then tried to kill it, got Eckert to write a 'summary' of the report which absolved them of all wrongdoing (or rather, admitted that they'd been wrongdoing but denied that it meant anything) and have then stringently ignored Garcia's claims that their summary was a complete misrepresentation of the facts.

Well I guess it is 6 of one half a dozen of the other. The smaller nations would be easier to corrupt, but his way of getting votes off them is usually just "We'll treat your vote equally at all times and give you help regarding World Cup spots" and all that jazz, we'll also give you money to grow the game"
