Just searched the pack by file size and those two are the only ones showing up as 0kb so that should be it for now. Guessing there was an error during the file compression process maybe.

Just thought I'd clarify what I'm doing with my City pic contributions ie using the same pic for 10, 20 or even 100 odd teams for Rome, these are essentially placeholders just to cover as much ground as possible. If you have a landscape picture for a specific suburb/borough/area of a particular city that geographically better suits a particular team then go for it.
