I don't view it as cryptic personally. You don't need to have an offer accepted nowadays just a permission to speak to the player while you negotiate

The use of language shows they are talking to Cesc (him) and not Barca (them). It doesn't take a brainiac to realise really.

See, that's the thing I don't get - 'him' instead of 'them' = offer accepted?

And if United really had an offer accepted why did Moyes have to be so cryptic about it?

That interpretation is Daily Mail-esque, IMO.
Sure, I'm not one to judge Moyes' choice of words but to come to that conclusion based on that is clutching at straws, really.
