Yeah he was spotted at Carrington last week or the week before. The general consensus/speculation seems to be that it's some third party stuff that's holding it up; might be bullshit but it certainly sounds plausible.

That said, the fact Porto haven't announced it to the stock exchange suggests it isn't entirely done yet. They were pretty timely with Fernando and Bruno Martins Indi.

He did say a while ago that he would slightly prefer Chelsea because they're in London. It seems to be done though barring any hilarious last minute cockups. I think he'll go to City. Especially if Toure is on his way out. As TS says, it's a shame for Arsenal that the timing is wrong for him to rejoin when they need to strengthen elsewhere.

If we didn't have this transfer cap I think we'd already have bought him, that complicates it though. I can still see him ending up at Chelsea.
