The file shouldn´t be *.fmf instead *.tac ?

You need to find the folder in which Steam installed the game files, because you should not have to create those folders yourself.

I found it. Now what? Delete all files in those folders and copy teh new ones?

Then you've not installed it correctly. Make sure all 5 dbc/permanent folders contain ONLY the files displayed in the screenshot in the main post.

When i install the files i didn´t have any folder in the C:\Program Files (x86)\Steam\SteamApps\common\
I´ve to create the folders Football Manager 2017\data\db and then i create the folders 1700; 1701; 1710; 1712 and 1730. Then, inside this folders i copy the dbc, edt and inc folders with the files/folders that i downloaded

The brazilian teams still the same... FLA, FLU, CEC, CHA, CAC.......

I start new games several times.....and no changes
