There is something overriding my files which has never happened in any previous version of FM ever, it doesnt mater what you try the game seems to defaultto something SI have set up if you look at the english set up in advanced rules you will see fix...

FMRTE is the only editor that allows this- go to the national team- select a player under the players profile there is an option swap national call up, swap the player you want, save move game forward as said before ask questions about FMRTE here
