It depends. If there's a list of missing players in 24.3 then may work on that.
I think so, but you need to add players that are removed from 24.2 and remove players that are duplicated in 24.3 (haven't check that yet but based on past experience there may be a few around).
This is hilarious. One can start a new J-League season with last year squad. In this sense what I can do most is to add the players missing in the 24.4 update but in no way that can be used as a playable league setup.
If someone can post a list of the missing players in J-League for 24.3, I may give a go if that list is not long. This time I'll pass the non-players as that is very time consuming given those are very inaccurate/incompleted even after the update.
