I tried to add it too and it was just like you said.Seems like it's a case similar to the nations in the database where there is a fixed length list of nations it reads from and will come back with an error when you try to exceed that list length.
In relation to the ‘tism, I think this game kind of attracts a fanbase who are all somewhat on that spectrum so you shouldn’t feel bad about that.

The agreements are more of a resource to be used in the editor to make projects or alter transfer policies of nations.In game the only way to see them is by the overview page of each nation.
Update: I noticed some errors with the groupings of the existing agreements. for some reason the EU, EEA, etc had random nations included probably due to some glitch in the editor. I've corrected it now.

To alter the transfers it's required to individually alter the the relationships and transfer preferences of each nation. The agreements in the game serve as a simple way to add a grouping of nations to the relationships of other nations.
I've been working on the version for FM24.I think I should be able to release it soon.I'm not able to create graphics for it unfortunately.

This type of thing would be an option in the advanced rules. If you'd like to see how it's done you should copy the existing rules for either Hungary or Poland in the game. To do this you just add nation rules and select the option to add leagues to exist...
