What you say on Twitter is the same as what you say on the street, in a legal sense. Say something illegal in public, and you'll get arrested, so don't expect any different on the internet. Basic common sense, to be honest.

There is nothing you should be able to say, short of threats and incitement of violence, that should be illegal in public. Any Twitter that is just harmless but dickish abuse, or in the case of some of the Twitter offenders, just horrible, dirty jokes about people too soon that left a bad taste in your mouth, should never be any sort of public offence.
